Our Story
The ElLemuel Charitable Foundation (ECF) is a new registered Canadian charity dedicated to relieving poverty through affordable housing and supportive community services. ECF was formed out of the vision and early work of ElLemuel, a nonprofit organization founded by Wendi Felician on August 1, 2023. Originally, ElLemuel aimed to serve low- to middle-income individuals, families, and seniors facing housing insecurity. However, as the organization grew and pursued charitable status, it became clear that a separate structure was needed to effectively serve different income groups while meeting federal requirements for charitable designation. In October 2024, the organization officially split into two distinct but connected entities: ElLemuel Charitable Foundation (ECF) – serving individuals, families, and seniors living below the Low-Income Measure (LIM) through affordable housing and poverty relief initiatives. ElLemuel – focusing on moderate- to middle-income earners, creating pathways to attainable housing and affordable homeownership. As a new and growing charity, ECF is currently working toward its first major housing acquisition and the development of essential support programs that foster financial stability, employment readiness, and overall well-being. Together, ECF and ElLemuel share a unified vision — to ensure that everyone, regardless of income, has access to safe, affordable housing and the opportunity to build a better future.

Eligibility & Access
To participate in our programs, individuals must:

Live below the Low-Income Measure (LIM)

Demonstrate financial need

Provide proof of income and Ontario residency

Undergo a confidential intake assessment

Consent to our privacy and data protection policies
Housing applicants must be employed or receiving pension, EI, or CPP disability; individual assessments will be made, and exceptions considered. All services, including the financial literacy program, are open to those meeting the Low-Income Measure (LIM) threshold.
